If it's not over-applied, and the scent is a good match for the person wearing it (body chemistry can do weird things with various scents) then yes. It's okay. Sometimes even quite pleasant.
Generally speaking, though? No. Only for formal occasions, or serious 'dressy' occasions. (Interviews, weddings, funerals, perhaps a first date, but not if over-applied or a bad match for the individual's body chemistry.)
I used to be more scent-tolerant, but as I've aged, my allergies have gotten worse, and I'm more easily annoyed by unpleasant scents / smells.
I've lost almost all of the little sense of smell I had, so if I can smell your scent, you're probably using too much :-) (And if I start sneezing without knowing why, you may be using something I'm allergic to.) I've also been reamed out by the former housemate for not being able to smell anything except a faint whiff of licorice when she was gagging at a skunk we'd apparently passed in the car, so my appreciation of scents is probably off. In any case, like many women, I never could stand Brut. So I'm probably completely unaware of how prevalent use of colognes has been around me, and I avoid wearing any myself (except that now I'm old, I bathe in a violet-scented bubble bath that's supposed to make it easier to fall asleep). But if people love to wear things they consider alluring, fine by me so long as I can't tell.
Not especially. There are some pleasant smells that people add to themselves artificially, but more that I'd prefer to avoid. Ditto for smells added to cleaning products (soap, shampoo, household cleaners, etc.) Oddly, I think I liked more such scents when younger.
